Slapping bass is a technique that involves using your thumb to strike the strings, which is not something that can be easily replicated with a pick. Picks are usually used to strum or pluck strings in a more controlled way. So while it’s not impossible to make some sort of sound with a pick by hitting the strings, it won’t be the same as slapping bass.
